The challenges, such as climate change, reveals the inherent logic of international cooperation in response. In Fukuyama’s “end of history,” the term “climate diplomacy” is used. It refers to the international technocracy that originated in climate expertise, as an alternative to liberalism in favour of political neutrality. That is why so much is expected of “climate diplomacy.” It was hoped that it would keep up with the cutting edge of science and offer multilateral solutions to the climate problem. However, climate diplomacy is more complex than it seems, and needs to be explored further. The Intergovernmental Panel on Climate Change (IPCC) has released its Synthesis Report for the Sixth Assessment Cycle, and this article examines the role of development in “climate diplomacy” since 1985.
