The Development of the Coal Industry in Western Beijing: Industrial Transformation and Labor Mobility

The paper combines macro-statistical data to provide a comprehensive overview of the development process of the coal industry in western Beijing from the perspectives of industrial transformation, personnel system reform, and labor mobility. From 1949 to the present, the coal industry in western Beijing has undergone five distinct phases: abnormal development (1949-1970), the first period of stable growth (1971-1990), industrial decline and transformation (1991-2002), the second period of stable growth (2003-2015), and the capacity exit (2016-2020). In each stage, the industrial structure was shaped by national policies, showing little difference from the broader trends in China’s coal industry. Meanwhile, the personnel system underwent frequent changes in response to social changes, industrial shifts, and the development of the mining bureau, with each institutional adjustment directly impacting labor mobility.
