Assistance for Laid-off Coal Miners and Relocation of Laborer Families in Japan

As part of a national policy, Japan’s coal industry came to an end after half a century. This marked a shift from coal to petroleum energy sources, during which mining region transformation and the relocation of coal miners emerged as the most critical challenges. The transformation of mining regions and relocation of miners appeared remarkably smooth. However, when evaluated against today’s standards for Green Transformation (GX), the labor force transition driven by coal industry transformation reveals critical limitations in the objects of assistance and the period of assistance.
